Wouldham animal abusers, Harvey Jackson, and his mother, Tanya Alabaf, abandoned his emaciated dog confined in an uncomfortably warm room, surrounded by its own excrement and urine, and suffering from open wounds on its head. The pair had abused the dog in various ways.

The severely malnourished and dehydrated bulldog, named Caesar, was found by authorities at Harvey Jackson’s residence in Wouldham, near Rochester, last year.

Video footage of the moment PC Lee Collins encountered the distressing sight of the brown and white six-year-old cat was presented at Jackson’s sentencing hearing on Monday, March 24.

The emaciated dog was depicted reclining on a mattress devoid of sustenance or hydration in the nearly empty room.

His blood was splattered on the wall behind him, and a collection of excrement and urine was situated a few feet away.

The animal first did not respond to the officer unlocking the door but soon rose to its feet and walked over to drink from a bowl.

Nonetheless, Maidstone Crown Court was informed that Caesar ultimately required euthanasia due to convulsions, which were reported to be unrelated to his maltreatment.

At the age of 19, Harvey Jackson entrusted the care of the dog to his mother, Tanya Alabaf, while his incarceration.

He acknowledged that upon his release from detention, he did not pursue treatment for his pet and subsequently pleaded guilty to inflicting unnecessary suffering on a protected animal.

Prosecutor James Harrison informed the court that the now 20-year-old shown a “deliberate disregard” for the dog’s welfare.

“The animal exhibited significant pain, as evidenced by its deteriorated condition upon the officer’s arrival,” he continued.

Personal Computer On May 23, Harvey Jackson visited the residence that the unemployed Harvey Jackson occupied with Ms. Alabaf, a mother of eight, located on High Street.

Mr. Harrison stated, “Within the premises, a dog named Caesar was confined in an excessively heated room devoid of sustenance or hydration, encircled by its own excrement and urine.”

“Blood was present on the wall, and he [Caesar] exhibited multiple open sores on his head due to his dermatological condition.”

The police enquired about his condition, to which Mr. Harvey Jackson responded that the dog had been involved in a confrontation. The police recommended that he should have transported him to a veterinarian.

The dog walked to the door and received food and drink from the officer. He was a notably emaciated and undernourished animal.

The court was informed that Harvey Jackson stated to PC Collins he had been unable to transport Caesar to a veterinarian.

The animal was subsequently apprehended by the police and evaluated at Bearsted Veterinary Surgery.

He was characterised as profoundly malnourished, dehydrated, and suffering from a serious skin illness, which included apparent ulcerations and open wounds, along with alopecia.

Mr. Harrison stated, “That was a result of the insufficient care he had received during the prior three months, indicative of the duration Mr. Jackson had been out of custody.”

In recounting Caesar’s fate, he informed the court that the bulldog had to be euthanised owing to a “completely unrelated” and previously unknown ailment.

Mr. Harrison further affirmed that, despite Harvey Jackson’s assertion regarding his pet’s involvement in a confrontation, there was no evidence to suggest that Caesar had been utilised as a fighting dog.

Despite Harvey Jackson being the animal’s rightful owner, the court was informed that Ms. Tanya Alabaf was registered as the owner because her son was under 18 at the time of acquisition.

The 42-year-old was additionally charged with inflicting needless pain on Caesar, a charge she acknowledged at a later hearing before the Medway magistrates.

The prosecutor stated that Tanya Alabaf acknowledged her culpability during Mr. Harvey Jackson’s captivity and has subsequently shared responsibility until his release in March of the previous year.

Harvey Jackson, who served a 15-month term for conspiracy to commit theft, subsequently informed a probation officer that he felt incapable of owning a dog again.

Joe Hingston, in defence, asserted before the court that it was “crucial to highlight” that Caesar’s deteriorated condition stemmed from “neglect rather than intentional cruelty”.

He stated that Jackson had been released from jail for about eight weeks and was residing in “chaotic circumstances” when law enforcement arrived at the family residence.

The lawyer explained that Caesar came under the care of Ms. Tanya Alabaf because Mr. Harvey Jackson was on custody for serious charges at the Central Criminal Court and was initially sent to Feltham, a young offenders’ institution.

At 18 years old, he was relocated to Belmarsh jail, while his dog was entrusted to his mother’s care.

“Upon his release from Belmarsh, his situation was significantly disordered.” Caesar was already in terrible health, and the expert for the prosecution asserts that his deteriorating state had endured for a minimum of three months.

However, he noted that Harvey Jackson acknowledged he “failed to take the necessary measures to ensure Caesar’s recovery” upon his release from detention.

Mr. Hingston informed the court that Mr. Harvey Jackson “volunteered” the reference to Caesar’s involvement in a fight while struggling to elucidate the dog’s illness.

Bullshitter Recorder Christine Wilson imposed a two-year community order on Harvey Jackson, stating that he had neglected Caesar rather than intentionally being harsh to him.

“You were released from incarceration and, as you informed the probation officer, you were endeavouring to reorganise your life,” she stated.

“You also presumed that your mother would be more attentive to Caesar than she actually was.”

Caesar exhibited significant dehydration, and the video clearly illustrates his malnourished condition.

Recorder Wilson noted that the necessity of euthanising the dog was not attributable to his actions or inactions, and recognised that he had demonstrated empathy and remorse.

Despite Harvey Jackson’s assertion that he did not desire the responsibility of another dog in the future, she imposed a lifetime prohibition on him from owning or maintaining one.

He was mandated to perform 180 hours of community service, fulfil 25 rehabilitation activity requirements (RAR), and remit £240 towards prosecution expenses at a rate of £20 per month.
The judge ordered that £3,522 be disbursed from central criminal money to finance the RSPCA prosecution.

Ms. Tanya Alabaf received a 12-month community order, which includes 200 hours of unpaid labour and 10 Rehabilitation Activity Requirements, during her sentencing hearing in January. She received a lifetime prohibition on dog ownership and possession.

Nonetheless, a petition to revoke their prohibitions may be submitted after a period of five years.
