A Metropolitan Police Detective Constable, Kamal Baldeo, has been dismissed following allegations of sexually abusing a woman in a hotel room.

Detective Constable Kamal Baldeo, from the southwest area command unit, met “Ms. A” in Brighton on May 8, 2021, after exchanging messages on the dating app Hinge, as said in a misconduct hearing.

They dined and had beverages before to returning to the officer’s room in a Travelodge, where consenting sexual acts transpired, including “digital penetration and oral sex,” it was reported.

The officer purportedly enquired, “Would it truly matter if we engaged in sexual activity?”, to which Ms. A responded, “Yes, it would,” clearly indicating her disinterest in complete sexual intercourse.

The following morning, additional consensual activity occurred, during which Mr. Kamal Baldeo enquired, “May I insert it just once?” Ms. A said, “No, it does not operate in that manner,” as conveyed to the misconduct panel.

The cop was accused of engaging in penetrative sexual intercourse with her “without her consent.”

A criminal inquiry commenced following Ms. A’s report, although no subsequent action was pursued against him.

Mr. Kamal Baldeo acknowledged engaging in sexual intercourse with Ms. A but refuted the claim, asserting that it was consensual.

In its findings on Wednesday, the misconduct panel stated: “Although the evidence presented does not indicate that the officer has a general tendency towards predatory behaviour, the panel is convinced that, on the balance of probabilities, the officer acted as alleged.”

The panel determined that the officer violated Ms. A by penetrating her vagina with his penis without her consent at all times, notwithstanding her repeated assertions to the contrary. Consequently, it determined that the factual claims were substantiated.

The panel determined that he violated police norms of professional behaviour due to discreditable activity, which was established as gross misconduct, resulting in his dismissal without notice.

Detective Chief Superintendent Clair Kelland, who oversees policing in South West London, stated: “Although no further action will be taken in the criminal proceedings, we regard allegations of this nature with utmost seriousness.”

The plaintiff exhibited considerable bravery in contacting the police and warranted a meticulous and exhaustive inquiry.
