Jason Moore, a paedophile sex offender from Powys who violated an order by downloading an additional 114 highly explicit photographs of child sexual assault has been sentenced to prison.

Jason Moore, formerly Leon Barry Shinkwin, was recently found guilty and sentenced to 15 months by the Merthyr Tydfil Crown Court. The charges against him were related to the creation of offensive photographs, and he was convicted on four counts.

Jason Moore was discovered to possess 122 Category A images, which are considered the most severe, as well as 47 Category B images and 231 Category C images on two separate devices. These images included still photographs depicting the rape and sexual abuse of a girl between the ages of two and four.

In addition, Jason Moore violated his sexual harm prevention order (SHPO) that was issued in 2017.

Recorder R Philpotts was informed that on April 30, 2022, Dyfed-Powys Police visited the residence of a 35-year-old individual named Jason Moore, located at Neuadd Terrace, Bronllys, to inspect their electronic equipment and internet browsing history.

Upon knocking on the door, they were informed that Jason Moore was in the process of dressing. However, it took him five minutes to provide them access to the home, which raised suspicions that he had been erasing his internet browsing history.

Upon an instant examination of the device, it was discovered that there were missing records in its history. However, screenshots were located, including eight photographs classified as Category A, eleven images classified as Category B, and sixty images classified as Category C.

In October 2022, Jason Moore was interviewed and refuted the allegation of wiping his history, claiming that he had misplaced other electronic devices during a night out in Cardiff.

Police officers went to his employment but could not enter his locker. Upon returning the following day, they were informed that Jason Moore had unloaded entirely and removed the item from the premises.

Law enforcement officials were able to access closed-circuit television footage, which depicted the individual using a mobile device, which was subsequently not located.

In November 2022 – six months after his arrest – a third device was found containing 114 Category A images, including the rape of a girl between two and four by two men, as well as 36 Category B and 171 Category C.

He again denied the deletion of internet history because ‘I would be in breach of my SHPO’, but the court heard that his attempt to hide the device by clearing out his locker constituted the new breach.

In mitigation, Moore’s defence barrister, Nick Gedge, called for 25 per cent off his sentence because of an early guilty plea and reminded the court that Jason Moore had not reoffended in the two years since his arrest.

He also called on Recorder Philpotts to spare his client jail so he could complete the Horizon rehabilitation programme for sex offenders.

However, Recorder Philpotts referred to a pre-sentence report that said Jason Moore ‘could not be managed in the community’ and sentenced him to 15 months overall.

Jason Moore received 12 months, reduced from 18, for the category A images, plus concurrent three and two months for B and C, respectively.

He also gave Jason Moore a three-month sentence – reduced from four – for his SHPO breach, to be served consecutively and released on licence halfway through.
