A Manchester Paedophile, Jeffrey Owens, has been sentenced to eight years and six months in prison for sexually assaulting two children, following an investigation by the National Crime Agency.
NCA officers specialising in online operations recognised Jeffrey Owens, 44, as an individual who had been articulating his sexual interest in youngsters across various chat platforms.
Jeffrey Owens elaborated extensively in discussions with other users regarding his repeated assaults on two toddlers.
Jeffrey Owens was apprehended in May 2020, subsequent to which NCA detectives substantiated that he had attacked and participated in sexual acts in the presence of children on at least 11 occasions, coercing them into silence.
Both children have been protected.
Investigators examining Jeffrey Owens’ phone subsequently uncovered more conversation logs in which he conversed with multiple individuals regarding child exploitation and disseminated obscene photographs.
More than 4,000 indecent photographs of children (IIOC) in categories A-C were found, kept by Owens across multiple devices.
Some of those photographs comprised ones he had captured himself via a concealed camera.
Earlier this year, Jeffrey Owens admitted guilt to 26 charges, encompassing the sexual assault of a child under 13, seven instances of engaging in sexual behaviour in the presence of a child, inducing a child to observe a sexual act, three counts of voyeurism, and four counts of indecency with a child.
Jeffrey Owens was convicted on March 20, 2023, in Manchester Minshull Street Court to eight years and six months of imprisonment, with a further four years on licence.
Jeffrey Owens was issued an indefinite sexual harm prevention order and will be on the sex offenders register for life.
Mark Barrow of the National Crime Agency stated:
Jeffrey Owens is a habitual offender who evidently pursued numerous opportunities to fulfil his sexual proclivities towards minors.
Jeffrey Owens repeatedly exploited youngsters, sexually assaulting them and coercing them into witnessing his sexual acts on numerous occasions, thereafter blackmailing them to conceal his egregious conduct.
This inquiry has successfully incarcerated a hazardous sexual offender. Identifying these criminals and ensuring they can no longer endanger children is a paramount objective for the NCA.
“We will persist in our efforts to address this threat while also anticipating a transition within the industry to assume responsibility for identifying and preventing sexual abuse on their platforms.”
