Paul Smith, a notably perilous Paedophile Child Killer, is the firsat inaugural life sentence inmate to litigate against the Parole Board for infringing upon his human rights following the denial of his request for release.

Authorities determined that Paul Smith, who suffocated a ten-year-old girl, should remain incarcerated due to ongoing apprehensions of his perverse sexual proclivities.

However, Smith, 38, has initiated a significant High Court endeavour to reverse the verdict.

He asserts that his incarceration violates his human rights in a proceeding that will proceed independently of a new parole appeal scheduled for this week.

Smith is regarded as Britain’s inaugural child murderer to invoke human rights legislation in an attempt to secure release.

The 17-year-old apprentice electrician murdered ballerina star Rosie May Storrie at a Christmas party in 2003.

She was discovered comatose and partially unclothed on a bed in Normanton, Leicestershire, and succumbed two days later in the hospital.

Paul Smith was convicted of murder and sentenced to life imprisonment with a minimum term of 14 years.

During his 2004 trial, Judge Mr. Justice Astill declared him “a significant threat to young girls.”

The court was informed that Paul Smith had previously assaulted a 16-year-old female acquaintance and a 12-year-old girl.

Two years prior to Rosie’s death, Paul Smith had previously lost his temper when a female from his school conversed in his bedroom and began discussing tests. He menaced her with his air gun, thereafter restraining her lips and legs with tape, and compelled her into the trunk of a car before departing.

Suddenly filled with regret, he released her, then veered away and collided with another vehicle.

He became eligible for parole in January 2018 upon the expiration of his minimum incarceration term.

The proposal for open jail transfer was denied in 2019.

His appeal against conviction was denied in 2014.

The Parole Board’s 2024 assessment determined that he was unfit for release due to significant persistent concerns regarding his “sexual interests.”
