An individual, Russell Hogg Middle Row Paedophile, who had previously been found guilty of a sexual offence has been returned to incarceration following an incident in which they approached minors at a library. In April 2023, Russell Hogg encountered the group seated at a table, studying at Maidstone Library.
He attempted to initiate a discussion with them, gazed at them for extended durations, and vociferated towards them while seated at a computer terminal. Russell Hogg returned to the library in the subsequent weeks, and on May 12, he approached the identical group of children.
The individual enquired, “Is this gathering intended for socialising or studying?” and lingered at their table. At that moment, Russell Hogg was bound by a court order that explicitly forbade him from interacting with individuals under 16.
In January 2018, he was subjected to a sexual harm prevention order (SHPO) after being convicted and imprisoned for creating and having photos of child sexual abuse. When Russell Hogg was granted parole, the order included multiple conditions to protect children.
The restrictions imposed on him included a prohibition on any unsupervised interaction or correspondence with a minor and constraints on his internet usage.
Hogg, a 64-year-old resident, Russell Hogg, of Middle Row in Maidstone, was apprehended and subsequently accused of violating a Sexual Harm Prevention Order (SHPO). He entered a guilty plea and acknowledged further allegations, such as not following notification procedures and owning and creating indecent photographs of children, during his appearance in Maidstone Crown Court.
On August 20th, Judge Robert Lazarus handed down a sentence of two years and ten months of jail to Russell Hogg, characterising him as a “dedicated paedophile”. After being released from detention, he must comply with a modified Supervised Home Placement Order (SHPO) that includes additional limitations.
Detective Constable Homam Al-Sinawi stated that Russell Hogg has an extensive record of sexual offences, and the most recent court order was intended to minimise and control any potential dangers he might present upon his release from jail. Regrettably, Russell Hogg has once again exhibited a disturbing inclination to engage with youngsters, causing his most recent young victims to experience fear and anxiety.
