Brian Tapper, the Newport Paedophile, who has been found guilty of engaging in sexual activities with minors has been incarcerated for acting as a referee in a children’s football match and instructing a young boy in a lewd gesture.

Brian Tapper, a 56-year-old resident of Newport, is a registered sex offender who was prohibited from having unsupervised interactions with minors under the age of 16 following his imprisonment in 2020.

Three years ago, he was incarcerated for attempting to communicate with underage females online, following his apprehension by vigilante groups and undercover law enforcement agents.

Brian Tapper was issued a 10-year sexual harm prevention order (SHPO) after being convicted, which prohibited him from having unsupervised contact with underage children.

The defendant, who previously resided in Pontypool, violated the requirement on July 20th by officiating a children’s football match on the street where he currently resides in Newport.

According to Prosecutor Susan Ferrier, Brian Tapper allegedly instructed one of the players on a sexual gesture.

As reported to Cardiff Crown Court, the defendant inserted his finger into a circular shape formed by his other hand.

Tapper’s neighbours and the parents of the children were utterly oblivious to the fact that Brian Tapper was a convicted sex offender.

The revelation of his transgression occurred when he disclosed to his probation officer that he had acted as a referee in a street football match.

Brian Tapper admitted to violating a Sexual Harm Prevention Order (SHPO).

Miss Ferrier stated that in addition to serving a 14-month prison sentence three years ago, the defendant had a history of many prior convictions for indecent exposure dating back to 1989.

In January of 2023, he was suspended for violating a SHPO. He confessed to using Snapchat without preserving the messaging app’s history.

Ben Waters, acting on behalf of Brian Tapper, stated that his client’s misconduct last month demonstrated “a deficiency in intellectual capacity.”

The individual requested that the court consider the defendant’s prompt admission of guilt.

Judge Lucy Crowther informed Brian Tapper that the breach was severe and ongoing.

“The incident entailed interacting with children and actively engaging with them on a personal level, during which you made a sexual gesture.”

The judge sentenced Brian Tapper to 18 months in prison for violating the SHPO and an additional six months for violating the previously suspended prison sentence imposed earlier this year.

The defendant was informed that he would spend half of his two-year sentence in confinement before being granted parole.

She enforced a new SHPO against him, which will be in effect for an additional ten years.
